Track C1 of the 2026-09-02 portfolio restructure (directive R3): P4′ is the largest test to date of Popławski's galaxy-spin-axis prediction (the observational claim the black-hole-universe / torsion-bounce model is invoked to explain), not a detached data product. Every quantitative result is quoted verbatim from the reviewed P4 v1.0.274 and P5 v0.1.147 sources, or is a deterministic output of the new committed exclusion script; the catalog pipeline was not re-run.
